ABOUT KSDMA

The State Disaster Management Authority of Karnataka is currently engaged in the development of
State Policy on Emergency Management in Karnataka. The policy maintains appropriate balance and
Interdependence with the National Emergency Management Strategy and the Disaster Management Act,
2005, which provides cooperation between all departments as well. There are five chapters in Politics:
1. Context / Introduction- The Karnataka disaster risks and a brief history of
Catastrophes
2. Overview- Strategy, Priorities and Core Components
3. Institutional and juridique arrangements
4. Policy approach and strategy phase by phase
5. Concluding

The bill adopted by the State of Karnataka is an improvisation of the various state policies informed to date in the nation, and praiseworthy.

Whilst appreciating GOK’s efforts, my question is how the State can enforce the Politics, because the policy is likely to remain a mere academic document and after a period of initial inquisitiveness no one would consider this.

There could be a plan for applying the proposal in print and this should be used as an significant portion. Theoretically, they may argue that it is the responsibility of SDMA to oversee the policy’s execution by state program formulation and other guidance. Yet it will be a remote fact to devise an implementable State Policy. Hence, creating some live instruments other than documents-plans and guidelines for implementing the policy is always better.

Since the nation and states have not yet completely adopted the DM Act, our state policies should also concentrate on implementing strategies to operationalize the DM Act, rather than merely elaborating the hierarchical structure that is perceived to be the supreme institutional framework that alone does not guarantee the enforcement of the DM Act and policies.
